commissioner campos was getting at there is expectation in san francisco there is transparency and as you develop the competency scpis wanted to ask about protecting the privacy of interested applicants and how you advise us to play that part and protecting the privacy of anyone interested in the position. hopefully that we get a lot of people but how can we ensure that privacy will be protected? >> good question. there are two things that we try to do with candidates. number one, we ensure confidentiality will be maintained up until the time they come to san francisco for a face-to-face interview. once they come into this building or whatever building we're going to use then all bets are off and we don't know who they're going to run into, who is going to hear about it. we protect the confidentiality up to that point. we advise candidates when they need to release that information to their current employers so we give them coaching around that, when it's necessary, how to do it, how to keep the lid on. the preliminary references that we do is always done with individual who is wil

national sunshine week. it is no secret that open government is under attack in san francisco. someone gets a title and already he thinks he is an aristocrat who should be able to make his self-serving deals at the expense of the public without interference from democracy. there was a time when open records laws public library were both involved in serving a democratic right to know and empowering the people. that was before the library and san francisco government decided that serving the interests of the so-called aeries toe contracts could be turned into a private income stream. ~ you have become so enslaved to private money you decided right to know is a place to save money. if we want a democracy, we need open institutions of knowledge that allow access to the truth. saving money on those institutions of knowledge is like selling our children. it is no accident that the san francisco public library is the most egregious sunshine violator in the city. once it is a private income stream, the philanthropyists want power and exclusivityity. the destruction of democracy is wha
i had never seen been in public gatherings in san francisco. i think this is an issue that has drawn a lot of people that are normally an activist and made them activist. it's justin credible. i want to thank our colleagues that were there, president chiu and supervisor kim. it was positive and let's send that energy to washington. >> thank you, supervisor wiener, supervisor yee. supervisor avalos? >> thank you, just one item to mention for introduction. i'm calling for a hearing, the local hiring policy for construction for 2012-2013, the annual report. as folks know i was the author of the local higher ordinance and there was a great deal of support from across the boerpz #69 board board of supervisors and the mayor and staff and from the community as well. we've had some really great numbers to show for how successful the program has been. we have seen that over the past year we are actually hitting 32 percent is what we are hitting across the board in our projects, the mandate for the past year was 25 percent, so we are 7 percentage points over the mark for the project as well. s

the commission on status of women issued the comppable pay study of the city and county of san francisco. in 1981 the board of supervisors passed a resolution stating unequivocal support to lmentd pay inequities based on race and sex and by bringing them up to parity. i believe that this remains the policy of the city and county of san francisco. under mayor fine stein the city of san francisco identified jobs classifications traditionally held by women and people of color and paid less than white men. in many cases the positions required skill and experience and were as value to the city as higher paid ones. after the voters adopted proposition h in 1986 the city started reversing years of discrimination any reversing this trend. over the next decade the cities adjusted pay scales to eliminate gender and race based inequity but as american moved forward san francisco is threatening to go in reverse: the department of human resources has reproposed reducing pay for 45 job classifications and held by women and leaving others alone held by white and men workers. many was done by the

of health care in san francisco, and as i said earlier today, i very much appreciate everyone who is part of the negotiating operating room that resuscitated this critical project. and i also want to echo the thanks that have already been described. there are so many folks that we need to give credit to moving us to where we are today, starting first and foremost with the tremendous community coalition that has been working for many years across so many different policy and community areas. i, of course, also want to start by thanking our mediator lou jirardo who was tremendous and this project would not be where it is today without his leadership. clearly there was also tremendous leadership within the city. we need to single out ken rich for the millions of hours that he spent working on this as well as with many department heads and, of course, our mayor. and then i want to take a moment and just thank supervisors campos and farrell. i know that campos, farrell, chiu are three supervisorial names not discussed together in a sentence but each of our colleagues plate a critical and equal

cpmc to continue a baseline level of taking care of charity care in san francisco. this is a need, we know we're going to have to continue regardless of what happens with obamacare. the new term sheet continues that commitment, as well as continues to ensure that additional medi-cal [speaker not understood] patient lives will be protected. about 30,000 charity care patients per year are commited in this new term sheet and an additional 5400 new medi-cal managed care patient lives of which 1500 will come through a primary care provider in the tenderloin are part of this deal. another topic that was very important to the community is around local hire and work force training. as in the original da, cpmc will hire at least 30% of all construction jobs from san francisco, but we have also improved the provisions for future permanent jobs. originally the deal called for 40 jobs a year for five years. we used our local hiring ordinance and i want to thank supervisor avalos for his leadership on that, such that in this deal 40% of new entry level permanent jobs over the next decade which tar
physician for the 1976 montreal olympics. after returning to san francisco in 1972, he joined a gay bowling league. this league inspired him to consider organizing a gay sporting event modeled on the olympics. following through with his idea, first the gay olympics was to take place in san francisco in 1982, but because of legal trouble he renamed the competition into the gay games and these events were a great success. and this is where tom also met lesbian athlete sara low enstein with whom they shared a child. their daughter, jessica, was laterborn in 1983. between returning to san francisco and the olympics, tom and his partner charles became the first gay couple to appear on the 1976 cover of people magazine and was also featured in the main article of that month's edition. in 1985 he was diagnosed of aids. he was able to participate in gay game, too, in 1986. even winning a gold in the javelin event. he lived until age 49, passing away on july 11, 1987. the city clinic in civic center was renamed to tom odell to honor his work in previous years serving as an employee there. and to spe

the son of ruth jackson. wenzel was born june 15th, 1956 and was raised in san francisco visitacion valley community. he's a graduate of woodrow wilson high school and participated in team sports such as tennis and softball. he worked at merrill lynch 15 years where he developed his management skills and later left corporate life to pursue his calling in pastoral ministry. he leaves behind to cherish his memory his best friend and his loving wife tamara hall man jackson, his parents of washington, d.c., and ruth jackson, also affectionately known as polly. she's a leader right here in our own visitacion valley community. he left behind four brothers, brian, drew, james, and lorenzo and one brother-in-law, raphael who resides in hollywood, california. so, please join me in lifting up our dear friend and sister ruth jackson as she mourns the loss of one of her children. on another note, another sad note, i also want to lift up another mother of the bayview community that has lost her son. many of you know ms. espinola jackson. she recently lost her daughter to a battle of cancer. ms. yvonne
and ex-boyfriend. i know that many women's groups from gabrielle a to san francisco women against rape to the filipino women's network and the san francisco domestic violence consortium have been working on this issue for many years. ms. timpanco claire joyce made at least five 911 calls during violent episodes that allegedly perpetrated by her killer and while he was mandated to attend counseling after one of the attacks he failed to complete the batterers's program. police unknowingly released him after a subsequent attack on ms. timpanko. her case thankfully led to -- led to improvements in how we handle domestic violence cases in san francisco. but it's because of the hard work of our antidomestic violence organizations and women's groups and community organizations that we've made progress. but there is so much more to be done and we cannot stand for this conviction to be overturned at the california supreme court. so, i urge you to check in with the women's and antidomestic violence groups as this case moves forward. this decision could have a huge and long-lasting effect not jus
free expression, to express their speech. we protect the first amendment in san francisco. but the buffer zone ordinance that we are introducing is one that recognizes that we need strike a balance between the right to free speech and the right of women, especially to access health care. no right is absolute. and the courts have found that buffer zones like the one that san francisco -- that we are introducing today, in fact are narrowly tailored and survive legal scrutiny. the narrow scope of this ordinance ensures that the facilities we're talking about, and we are talking about freestanding health clinics which are the most vulnerable when it comes to being targets of this kind of activity, that those facilities are indeed protected. i want to talk a little bit about what the law in this area is. the right to free speech is not absolute. the effort to regulate this kind of speech is something that has to be done carefully. it has to be done in a way that is narrowly tailored to achieve an important government interest. we believe that we are doing that precisely here. t
